Quality
and competitiveness are inseparably linked with each other. Under
present-day conditions of competition quality becomes the most important
factor of success in the sales promotion of products for the organizations
that are planning to consolidate their position at the market in future.
However, quality achievement is not a just-a-moment process - it requires
a systematic approach.
Considering the setting-up of national and
international quality awards as a form of further development of
systematic approach to quality management and understanding the necessity
of drawing, in effective and simple form, the attention of Russian
organization managers to quality issues, in 1992 the Gosstandart of Russia
(now - Federal Agency on Technical Regulating and Metrology) took the lead
in introducing the Russian quality award based on the international
experience of national and international awarding.
As a result of
followed organizational and methodical work, in April, 1996 the Government
of the Russian Federation instituted the Quality Awards that are annually
awarded on competition base to organizations for the achievement of
remarkable results in the field of product and service quality and the
implementation of highly effective quality management methods. The great
assistance to the implementation of the Award Program was provided by our
foreign partners - SIDA, Recomate, SIQ (Sweden), EFQM.
Not more
than 12 Awards may be granted annually. Besides prizes and diplomas,
winners receive the right to use the Award symbols in their advertising
materials according to the world-wise practice. The awarding ceremony is
officially carried out in the Awarding Hall of the House of the Government
of the Russian Federation.
The Council for the Quality Awards of
the Government of the Russian Federation defines the procedures for the
conduct of competition and the expert examination of participants`
application materials, approves experts and organizations-finalists (to be
visited), as well as prepares and submits awarding proposals to the
Government of the Russian Federation.
The Council is composed of
the managers of executive federal bodies, leading quality management
scientists and specialists, the representatives of public associations and
is chaired by the Minister of Industry and Energy of the Russian
Federation. The Federal Agency on Technical Regulating and Metrology
ensures the organizational and technical support of Council activities.
The
Secretariat of the Awarding Council that operates on the base of the
All-Russia Scientific Research Institute for Certification (VNIIS) is
responsible for the training of experts for competitor’s assessment, the
informational support of competition, the organization of expert
examination of application materials and their site visits.
The
importance of the European market for Russian enterprises and
organizations taken into consideration, the Award criteria were harmonized
with those of the European Quality Award so that interested organizations
were able to organize their work on the same principles, which are used by
many foreign companies. Besides, this practice makes easier the
preparatory work of Russian organizations if they decide to participate in
the competition for the European Quality Award.
Nevertheless, the
Russian Award model is not the precise copy of the European Award. It was
developed taking into consideration the real conditions of work under
which the enterprises of our country operate.
The expert
examination of participants` application materials is carried out in two
stages by analogy with European and other awards. At first stage experts
evaluate the report by an organization on its self-assessment, and at the
second stage they execute site visits.
The awarding ceremony of the
winners is solemnly performed in the Awarding Hall of the Government of
the Russian Federation. Awards are presented to the heads of
organization-winners by the Chairman or Deputy Chairman of the Government
of the Russian Federation.
Since 1997 the applications for
participation in the quality competitions were received from organizations
residing in 67 subjects of the Russian Federation (Russia is composed of
89 subjects in all). The principles of Total Quality Management that are
the foundation of Award model have been adopted by organizations of
various industries and service sectors and now they demonstrate how
successful may be the organizations that are purposefully carrying out the
quality work and creatively using advanced national and foreign experience.
Ten
conducted competitions allowed bringing to light the Russian organizations
that are leaders in quality, actively use various quality management
instruments and have achieved success in business for this reason.
Now
Russian enterprises may benchmark their activities both with foreign and
national practices of successful implementation of TQM principles as, in
compliance with the competition conditions, the winners of Russian Awards
are ready to share their experience with all enterprises interested.
Since
1997, 80 organizations from 68 subjects of the Russian Federation have
become the winners. Among them, there are famous enterprises and young
companies that appeared and have been successfully developing in the last
decade. The majority of winners belong to the enterprises of black and
non-ferrous metallurgy, food industry, atomic power engineering, aerospace
industry, machine-building industry, instrument-making industry and health
care and educational organizations.
The success of organizations
that have become the winners of the Quality Awards produce strong evidence
of the fact that any enterprise, which will base its work on the same
principles, may improve the quality of its products and the image of
organization, ensure the competitiveness of products, strengthen mutually
beneficial relations with partners, raise the level of personnel
satisfaction and social protection, secure the stable financial position.
From
year to year, the quality competitions enhance the prestige among
organizations. A notable intensification of struggle for the right to be
called a leader shows aspirations of national organizations managers to
win the Award considering it to be the highest recognition of quality in
Russia.
One of the achievements of competition organization is the
training, in co-operation with foreign teachers, of a considerable group
of Russian specialists from various industries, service sectors and
regions to work as experts in competitor assessment. From year to year,
their authority is raising and demand for them is growing. The experts,
being specialists of high qualification, became real promoters of advanced
quality management tools in their regions.
The competition for the
Quality Awards of the Government of the Russian Federation has been taken
as the base for the organization of regional competitions, which models
are often harmonized with that of the competition for the Russian Quality
Award. The number of such competitions is growing.
For many years,
quality competitions have been conducted in Yaroslavl Region. During the
last years, quality competitions were conducted under the aegis of local
administrations in Sankt-Petersburg, Leningrad Region, Rostov Region,
Penza Region, Tomsk Region, Ulianovsk Region, Republics of Tatarstan and
Chuvashia and other areas. Moreover, this is the prerequisite for the
situation when the organizations will participate in the competition for
the Quality Awards of the Government of the Russian Federation after they
receive the experience in regional competitions.
There is no doubt
that this process will be long and gradual, but the experience has shown
that as soon as some region establishes its "own" Award the organizations,
at their disposition, try to "test" their achievements against this Award
criteria and only after success in regional competition apply for the
participation in the All-Russia Competition.
Some Federal
Ministries have also established their sectional awards. Thus, the Federal
Service for Supervision in the field of Education and Science has used the
criteria of the Russian Quality Award in the development of its
competition. For several years sectional competitions have been conducted
by the Federal Agency for Communications of the Russian Federation.
The
self-assessment that is widely used by foreign companies is now gaining
the recognition by national enterprises and organizations as the
instrument of continuous activity improvement and better consumer
satisfaction. Moreover, they use it not only for the purpose of
competition.
